Willamette Week reported that the Oregon Harbor of Hope, the group behind the River District Navigation Center, has announced plans to develop affordable housing. The 153-unit Harbor Apartments will be built on a site at 148th and Burnside, purchased from the Northwest Baptist Network.

The Recommend Draft of the Residential Infill Project had its first hearings in front of City Council last week. Advocates asked City Council to go further, and create options for six-plexes and eight-plexes if they are affordable, writes OPB.
A proposal for a skybridge that will link Terwilliger Plaza to their new Parkview Building received a thumbs up from the Design Commission*, reports the Daily Journal of Commerce. The final decision on the skybridge will be made by City Council.
The Design Commission has approved the Dairy Apartments, a proposed development on the site of the former Sunshine Dairy in Kerns. The 7-story building is being designed by Hacker Architects for NBP Capital. 271 residential units are proposed. 90 vehicular parking stalls are proposed in a below grade parking garage. 381 bicycle parking spaces would be provided, with 70 proposed in a bike room, 23 in lockers and the remaining spaces provided in the units.
The building will be subject to the city’s inclusionary housing rules, which require the provision of affordable housing or the payment of a fee-in-lieu.

2019 was the fifth full year that Next Portland has been in operation. Over the course of the year 145 articles were published.
In contrast to 2017 and 2018, the most popular articles of the year were generally ones published this year. The lone article in the list published before 2018 was about Eleven West, which was approved in 2017 but only recently submitted for permit.
