Every week, the Bureau of Development services publishes lists of early assistance applications, land use reviews and building permits. We publish the highlights.

Fosler Portland Architecture have requested Early Assistance for a project at 8510 N Ivanhoe:

Construct new three story apartment building with courtyard on the 100×100 corner parking lot.

Mackenzie have requested Early Assistance for a project at 815 NW 13th Ave:

Early assistance for interior alterations and future Type II design review for exterior alterations

Early Assistance has been requested for a project at 4227 N Massachusetts Ave:

New 12 unit residential building

Ankrom Moisan Architects have scheduled a Pre-Application conference to discuss a new building at 535 NW 11th Ave:

Pre-Application Conference to discuss a Type III Design Review for a new 14-story residential building with ground-level retail. The building will contain approx. 98 dwelling units and have 52 on-site mechanized parking spaces. The applicant intends to utilize FAR transfer and earn bonus height.

GBD Architects and Gerding Edlen have applied for a building permit for the recently approved 19th & Overton Apartments:

New 6 story, 58 unit apartment building; ground fl parking, bike parking, leasing office, residential lobby, building services and 3 residential loft units; floors 2-6 include residential units; amenity deck on the roof

Waterleaf Architecture have applied for a building permit for the conversion of the existing Regal cinema at the Lloyd Center into creative office space:

Renovation of existing regal cinema space, into creative office with change in occupancy from A to B; newly configured and framed mezzanine; new entrance court with trellis element; new stair and ramp system on west side of the building; new windows throughout the building***see 15-113702-fa for demolition***

A building permit has been issued to Urban Development Group for their redevelopment of the Old Wives Tales site at 50 SE 13th Ave:

New 4 story mixed use building, 69 units, parking, bike parking and trash storage at underground level, includes associated site work mechanical and electrical require separate permits. Permit submittals shall include revised main building permit drawiings.

A building permit has been issued to Fosler Portland Architecture for a project by WDC Properties at 5490 SE Milwaukie Ave:

Construct 3 story apartment building with 11 units, 4 single story units on main floor and 6 2 story units on 2nd/3rd floor; detached covered bike parking and trash enclosure at NE corner of property, less than 120 sf in area; includes associated sitework, landscape, drywell.

The Cook Street Lofts at 3270 N Vancouver Ave by Otak Architects has been issued a building permit:

5-Story, 104 unit apartment building with on grade parking under the building and concrete retail

The Portland City Council held a public hearing on the proposed West Quadrant Plan, a component of the Central City 2035 Plan. The Oregonian had “10 takeaways from the 20-year plan for the westside.”
The Portland Design Commission this week reviewed Hazelwood Plaza and offered Design Advice on Modera Belmont.
Portland Monthly wrote about The Redd on Salmon St, an empty warehouse in the Central Eastside which the Ecotrust intends to convert into an “incubator for artisan food businesses.”
The Oregon confirmed that the adjacent Woodlark Building and Hotel Cornelius will be converted into a hotel operated by Provenance Hotels. A Pre-Application Conference for the project was held in December.
The Zipper, Guerrilla Development’s latest project, is taking shape on NE Sandy. The collection of micro-restaurants will open in March.
Major construction on the Lloyd Center Remodel begins in March. A story in the Oregonian said that brokers are shying away from traditional tenants, and are looking instead at “boutiques, restaurants, brewpubs, exercise studios and possibly a grocery store or a farmers market.”
Portland Architecture published photos of Colab’s recently completed Ankeny Lofts 2/3.
The 657-unit, three-building Hassalo on Eighth project will have a topping off ceremony on Monday, with Mayor Charlie Hales and Congressmen Earl Blumenauer present.
The Portland Chronicle published construction photos of Urban Development Group’s 27th & Ankeny project.
Randy Gragg asked whether the PNCA 511 Building will spark a renaissance in Old Town. The first students moved into the building this week.
The Portland Business Journal had a look at the under construction Erickson Saloon & Fritz Hotel project.
New Seasons has pre-leased 15,000 sq ft retail space in the Cook Street Apartments, to address a parking shortage at their North Williams store.

The Design Commission approved the Jefferson 14 Apartments and the Tess O’Brien Apartments. The Commission offered Design Advice on the PSU School of Business Administration and Front 17.
At the Oregonian, Elliott Njus wrote about the micro apartments proposed at 6012 SE Yamhill St.
Portland Monthly’s Karen Brooks wrote about Pine Street Market, the new food hall planned for SW 2nd and Pine.
Brian Libby of Portland Architecture published an interview with John Schleuning of SRG Partnership.
SERA Architects plan to open to an office in Silicon Valley. SERA project that have been featured on Next Portland include Worldmark by Wyndham, 12th & Clay, AC by Marriott and the renovation/expansion of the Whidden & Lewis building.
The Portland Chronicle wrote about a community meeting for a proposed building by UDG at 1916 SE 50th.
The Oregonian reported that the Regal 8 movie theater at the Lloyd Center will close at the end of the month, and be replaced with a creative office development. This project is part of a $50 million redevelopment of the 1960’s mall, which includes a new entry and storefronts along NE Multnomah.
Eater PDX reported that Rocio’s is set to open in the Creston Lofts at 2850 SE Gladstone St. The new restaurant is a spin off of Ponce’s, “a Beloved San Diego Mexican Joint.”
The Portland Chronicle published photos of a house at 3423 SE Hawthorne Blvd which is set to be replaced by a 4-story apartment building.

Lloyd Center remodel heading to Design Review

A new entrance into the Lloyd Center is being created as part of the $50 million remodel of the 1960s mall, led by Waterleaf Architecture. The project had two Design Advice Request hearings earlier in the year, and is now scheduled to have its first Design Review hearing on December 18th.

The work involves creating a new plaza, to offer pedestrians a more welcoming entrance into the building from NE Multnomah St. The plaza will include a new entry in the existing Macy’s store, and new retail units on the west side of the plaza. The space will terminate in a new 3-story curtain glass wall, with a helical stair behind it. The plaza will contain raised storm water and landscape planters, as well as a green wall feature. 30 dual bike racks will be added, under the cover of the existing parking structure.
