The St Francis Park Apartments, currently under construction in the Central Eastside.

Last December the Portland Housing Bureau delivered its second annual State of Housing Report to the City Council. The report noted the many challenges facing Portland, including that in 2016 “data indicates that housing affordability in Portland in the last year has gotten worse, an issue that is disproportionately impacting low-income residents, Communities of Color, seniors, and individuals with disabilities”. Nonetheless, the report also looked at what the Bureau is doing to address these issues, including: gaining voter-approval of a $258 million Affordable Housing Bond; passage of an Inclusionary Zoning Ordinance; increasing urban renewal funding dedicated to affordable rental housing; and dedicating short-term rental revenue tax to affordable rental housing.

The report listed nearly 1,900 affordable housing units in the production pipeline, split between 33 developments. Next Portland is re-publishing the entire list, along with images and information about the architect / developer where we have it.

Some buildings on the list are exclusively reserved for lower income people, while others include a mix of market rate units and subsidized affordable units. Figures for levels of affordability, expressed as number of units reserved for individuals or families at a percentage of Area Median Income (AMI), are taken from the Housing Bureau Report. Buildings that include market units are only receiving city funding towards the affordable units. Note that this list does not contain any buildings which will be required to provide affordable housing as part of the newly passed Inclusionary Zoning Ordinance (which came into effect this month); any future projects funded through the voter approved affordable housing bond; any developments that are funded without the help of the Portland Housing Bureau; or any developments that have been allocated funding since the publication of the report late last year.

The Portland Business Journal reported on the sale of an office building at 1500 NE Irving St to Swift Real Estate Partners. A new four story 60 unit apartment building is currently planned on the site of the  building’s surface parking lot.

Lloyd Cinemas Parking Lot Redevelopment Approved (images)

The Design Commission has approved the Holst Architecture designed redevelopment of the Lloyd Cinemas parking lot. The project at 1400 NE Multnomah would include 677 apartments, 12 live-work units, and approximately 37,780 sq ft of ground level retail. 536 parking spaces will be located on the site, with 438 spaces dedicated for residents and 98 spaces provided to service the retail uses. 1304 long term and 50 short term bicycle parking spaces will be provided. The project is being developed by a consortium of developers, including California based Bob Bisno and Dan Palmer.

Every week, the Bureau of Development Services publishes lists of Early Assistance applications, Land Use Reviews and Building Permits processed in the previous week. We publish the highlights.

TVA Architects have requested Early Assistance for a project at 1823 SE 50th Ave:

Proposal for a four story 19 unit apartment building. No parking provided. Existing building to be removed.

Lever Architecture have submitted a project at 3928 N Williams Ave for Design Review:

Renovate building to include retail and commercial/residential uses, and development of 5 story 18,000 SF detached building for retail, commercial/residential uses.

William Kaven Architecture have submitted a project at 4073 N Williams Ave for Design Review:

New 4-story commercial building. Adjustment requested for on-site loading.

The Multnomah County Central Courthouse has been submitted for Design Review:

Replace current Multnomah County Courthouse with new Multnomah County Central Courthouse (MCCCH).

The Multnomah County Health Department HQ has been submitted for Design Review by ZGF Architects:

9-story headquarters building for the Multnomah County Health Department. The building will house public health clinics & administrative offices, and some retail space. See DA 16-116592

Scott Edwards Architecture have submitted the Garlington Center at 3024 NE Martin Luther King Jr Blvd for building permit review:

Construct new 4 story (52 unit) apartment building with associated parking and landscaping

Holst Architecture have submitted the Asian Health and Services Center at 9005 SE Foster Rd for building permit review:

Construct new 3 story, 29,000 sf office building with ground floor commercial lease space, includes onsite parking and associated site work

A building permit was issued for The Truman apartments at 1525 SE 44th Ave:

New construction-new 4-story mixed use building with retail space on ground floor area and 30 residential units

A building permit was issued for a project at 2005 N Williams Ave (formerly 1931 N Williams Ave):

New five story apartment building with 1 level of below grade parking

A building permit was issued for a project at 424 NE Jessup St (formerly 432 NE Jessup):

Construct new 3 story (12) unit apartment building with associated site utilities

A building permit was issued to Skylab Architecture for revsions to Yard:

REV 05 – Revision to DFS 07 Window wall system to include addition of 20 vision glass modules to the South Elevation and 47 vision glass modules to the West Elevation.
