Early Assistance has been requested for a project at 2922 SE 82nd Ave:

Proposal for a 3-story enclosed mini-storage facility with drive-through acess.

Early Assistance has been requested for a project at 304 NE 99th Ave:

The proposal is for a 6-story, 58 residential unit building. Ground floor parking is proposed. A 7.5 foot pedestrian path is proposed along the north property line. A Type III Design Review is required.

Stack Architecture have submitted a project at N Crawford & N Charleston Ave for Design Review:

Design Review for a four-over-one apartment bldg with 1 level of parking on an undeveloped lot. Project includes 101 units with 40 parking spaces. Two modifications requested: one for ground floor window standard, and one to increase height.

Ankrom Moisan Architects have submitted the office portion of 3rd & Taylor for Design Review:

New 10 story creative office building with ground floor retail space, bicycle parking, and rooftop amenities.

A building permit is under review for a project at 233 NW 16th Ave:

New 5 story, 50 unit apartment building with groundfloor commercial, onsite storm water management

A foundation permit was issued for the Grove Hotel renovation and expansion:

partial – EXISTING BUILDING: demolish north theater addition (portion of building within the new tower footprint) and basement level, ground level, second level + third level- existing slab on grade, existing non-structural partitions, ceilings, finishes, etc. New footings for new shear walls. Install new basement level slab (new lower elevation). New shear walls. EXISTING AND NEW ADDITION UNDERGROUND UTILITIES: water, sanitary, storm, electrical piping. NEW ADDITION FOUNDATION (Foundation = below grade plus ground floor slab): New shoring- steel soldier piles + lagging, tiebacks, and shotcrete. Matt slab on rammed aggregate piers foundation (Geopiers). Basement foundation walls- Shoring becomes permanent basement foundation walls. Basement level cast-in-place concrete columns. Ground level PT slab (entry level at grade).

A building permit was issued to Works Partnership for work at 1400 NW 22nd Ave:

Change of occupancy from film production to office – shell only. ASCE 41 seismic upgrade. Second story exterior: new brick cladding, new windows. First story exterior:new storefront and accessible entrances. Alteration of interior space to create open courtyard. New roof with new deck. Interior improvements include: new restroooms and bike storage, all new stairs, new ramps. Enclose trash and utility room. Relocate mezzanine to be used as office. **separate tenant improvement permits required.**

A building permit was issued for the Holiday Inn Express @ Cascade Station:

New 4 story, 104 room holiday inn express to include breakfast area, laundry room, fitness room, check-in/lifestyle lounge, covered patio, pool with patio and bike parking w/associated parking, utilities and landscaping. 189 sq foot detached trash enclosure

Mackenzie have submitted a project at 2800 NW Front Ave for Conditional Use Review:

Conditional use review for acessory office over 25,000, SF as required for Guilds Lake Industrial Sanctuary Plan District. Adjustment for reduction of parking lot interior trees.

A building permit was issued to YBA Architects for a project at 1208 SE Ankeny St:

A building permit was issued for a project at 4304 SW Hillsdale Ct:

Construct new 3 story building with basement; new landscaping and associated site work;

Landmarks Commission presents State of the City Preservation Report

The Block 8L building in Skidmore Old Town, which is now under construction. The design was cited as an example of the positive contribution made by the Historic Landmarks Commission during their review.

The Historic Landmarks Commission has presented its 2015 State of City Preservation Report to the Portland City Council. The report gave an update to the Council on the work of the Commission, made suggestions for priorities to be addressed in the coming year and identified potential threats to historic resources in the city. Presenting the report was outgoing Chair Brian Emerick, joined by Commission member Kirk Ranzetta. A similar report was delivered earlier in the year by the Design Commission.

Focus: 20 new hotels proposed for Portland

When construction activity first started to return to Portland around 2012 it seemed like all that was being built was apartments. While residential still dominates the construction industry, other sectors of the market have started to return. In the last year there has been been a noticeable increase in the number of hotels proposed in Portland. Next Portland counts at least 20 hotels either proposed, going through Design Advice / Design Review, being reviewed for building permits or under construction. Together these represent over 3000 new rooms, a substantial number for a city that had 25,924 rooms in its metro area as of 2014.

It is unlikely that every single hotel on this list will be built; some of the Early Assistance application may represent property owners performing a feasibility study, and there is always the possibility of a downturn in the economy. Even still, it’s clear that Portland is going to have a substantially larger number of hotels in just a couple years. Click through to see the full list, arranged by number of rooms.

Historic Landmarks Commission reviews Grove Hotel (images)

The Historic Landmarks Commission has reviewed designs for the renovation and expansion of the Grove Hotel. The project will include the renovation and seismic upgrade of the existing building fronting onto W Burnside, as well as the construction of a new 99′ tall tower to replace the existing theater addition. The addition would have the lobby and main entrance to the hotel at the ground level, and a rooftop restaurant at the 9th floor. New retail spaces would be created on the ground level of the original building, and a basement level “speakeasy” will be accessed from NW 5th Ave. The architectural design is by Portland based Surround Architecture with New York based Studio Tack acting as design consultants.

Design Advice offered for the Grove Hotel

The Historic Landmarks Commission has offered Design Advice to for renovation and expansion of the Grove Hotel on W Burnside Street. Since the end of its use as a single room occupancy hotel in 2010 the Portland Development Commission has attempted to developer interested in renovating the building. In May of 2014 a team that includes Naito Development and Eagle Point Hotel Partners was chosen to develop the building as a boutique hotel. The architectural design is by Portland based Surround Architecture with New York based Studio Tack acting as design consultants.

Weekly Roundup: Pine Street Market, Convention Center Hotel and more

The United Carriage and Baggage Transfer Building is being converted into the Pine Street Market.

  • Metro President Tom Hughes warned that a lawsuit against the Convention Center Hotel could jeopardize Portland’s chances of holding an NBA All-Star Game in 2017 or 2018.
  • Eater PDX reported that ChickPeaDX will be one of the first tenants at The Zipper, the under-construction micro restaurant project on NE Sandy Blvd.
  • Park Avenue West has reached its full height. A topping out ceremony was held on Thursday.
  • The long vacant 321 Glisan building in Old Town has been sold to developer Brian Wannamaker. Work to convert the former cold storage building into offices began in 2007, but stalled during the recession.
  • City Commissioner Amanda Fritz issued a memo to Bureau of Development Services staff, saying that the bar should be higher for discretionary land use reviews. Staff should not, she said, ” have to ‘get to yes’ with every project.”
  • The Ecotrust has expanded its plans for a Central Eastside food hub. In addition to The Redd, it has purchased another city block bound by SE 7th Ave, SE Taylor St, SE 8th Ave and SE Salmon St.
  • Restore Oregon, a historic preservation non-profit, is lobbying the state legislature to pass the Revitalize Main Street Act. If passed, the bill would provide a 25% rebate for certified rehabilitation of historic commercial buildings. Portland Architecture discussed the bill and its potential impacts with Peggy Moretti, executive director of Restore Oregon.
  • Saint Cupcake, Tiger Tiger Salon, and Breighela James Boutique will be the first tenants at the Mason Williams on N Williams Ave.
  • The Portland Mercury had a look inside the United Carriage and Baggage Transfer Building, which will be the home of the Pine Street Market.
  • The redevelopment of the Grove Hotel is moving forward. The project is now planned as a 112-room “lifestyle boutique hotel”, with a $25 million budget.

  • The City Council heard evidence on the rezoning for the Multnomah Athletic Club Block 7 apartments. No vote was taken, and the hearing will be continued on January 8th.
  • The Historic Landmarks Commission approved the design for Block 8L, a new mixed use building in Old Town.
  • The Design Commission discussed the Tess O’Brien Apartments, 419 E Burnside, the Hilton Curio Hotel and the Whidden & Lewis building renovations.
  • A Pre-Application Conference was requested for the Grove Hotel, and the first images were released.
  • The Portland Chronicle posted construction photos of Vallaster Corl’s Lower Burnside Lofts.
  • BikePortland wrote about the upcoming open house and forum for the James Beard Public Market, and how the market could be and opportunity to “improve Portland’s newest and arguably most awkward downtown bridge landing.”
  • The development boom at the Burnside Bridgehead was the subject of another post at BikePortland, which included coverage of Skylab’s Block 67, Works Partnership’s Block 75, Myhre Group’s 419 E Burnside, and Guerrilla Development’s Fair Haired Dumbbell.
  • The Daily Journal of Commerce published photos of GBD Architect’s Block A Apartments under construction in the Lloyd District.
