Snohomish, WA based developer Kōz Development have presented a new apartment building at SW 4th & Grant to the Design Commission. The 6 story building would include 108 studio units. 20% of the units, or 22 units total, will be affordable to those earning less than 60% of area Median Family Income, subject to the Portland Housing Bureau approving the developer’s application for a tax exemption.

Design Commission approves SW 12th & Market Apartments (images)
The Design Commission has approved a fourteen story apartment building at SW 12th & Market. The 150′ tall building by SERA Architects for developer Mortenson will include 146 residential units, aimed at students. Amenities spaces in the building will include a common room and roof terrace at the 14th floor, as well as a game room and fitness room at the ground floor. 21 vehicular parking spaces, 18 of which would be in mechanical stacking system, would be provided at the ground level of the building. 228 bicycle parking spaces are proposed, all located within the units.

The proposed 20 story hotel at SW 3rd and Salmon by Ankrom Moisan Architects has returned in front of the Design Commission for a second Design Review hearing. The 246′-7″ tall building is being developed by Third & Taylor Development LLC, a partnership between Onder Development and Arthur Mutal. The proposed hotel will have 245 guest rooms, with a rooftop bar and a swimming pool proposed at the 20th floor. The hotel lobby, restaurant and a bar/market are planned for the ground floor, with conference facilities planned for the second floor. One basement level would be used for housekeeping and other back of house functions. No new vehicular parking is proposed.
Multnomah County Central Courthouse receives Design Advice (images)
Multnomah County has presented its new Central Courthouse to the Portland Design Commission. The 17 story, $300 million project will replace the existing courthouse on SW 4th Avenue, which is considered seismically unsound and no longer fit for use. The architects for the project are Portland based SRG Partnership and New York based CGL RicciGreene. The landscape architects are PLACE.
The program for the building includes multiple courts, office for District Attorneys, Public Defenders, Sheriffs, as well as support areas for staff, juries, defendants and the public. No parking is proposed. The project intends to achieve LEED Gold Certification.

A mixed income development on Riveplace Parcel 3 has gone before the Design Commission for its second Design Advice hearing. The project by Ankrom Moisan Architects will include two buildings: a 14 story west building with 209 units of affordable housing; and a 6 story east building with 162 units of market rate housing. The project is being jointly developed by San Francisco based affordable housing provider BRIDGE Housing and Portland based Williams & Dame. The landscape architects are Lango Hansen.
The ground floor of the east building will include 12,880 sq ft of retail space, which could be occupied by a neighborhood scale grocer. The east building will also contain 16,460 sq ft of “maker space”. Vehicular parking will be shared between the two buildings, with 163 spaces provided for the residents and 39 spaces for the retail spaces. Over 500 bicycle parking spaces will be provided.

The Design Commission has approved designs for a remodel of the Portland State University Peter Stott center, which will include the creation of the new Viking Pavilion. The project by Woofter Architecture, Sink Combs Dethlefs Architects and Lango Hansen Landscape Architects will create a new multi-purpose arena with seating for 3,400 people in the heart of the PSU Campus. As reported in March of last year, the building will also be used by OHSU, who are contributing part of the funding. Other functions to be located in the building include new classroom space, offices, a cafe and a student lounge. 62 short-term bike parking spaces will be provided. No vehicular parking is proposed.

Construction is underway on The Porter, a 299-room hotel in downtown Portland. The Porter is planned as part of Hilton’s Curio Collection, a brand launched in 2014 for independently-owned four- to five-star hotels. The developer of the project is The Widewaters Group, with design work by HC Architecture of Atlanta. According to the developer Level 16 of the building “will feature a high-end restaurant and lounge with large, covered outdoor terraces with spectacular views of the city.”
