Path Architecture’s Carbon12 has now reached its full height, making it the tallest timber building in the USA

The Oregonian reported that new apartment construction has finally slowed rent growth — at least, at the high end.

While a proposed timber high rise in Manhattan has been cancelled, the DJC wrote about two tall Cross Laminated Timber buildings in Portland* that are moving ahead quickly: Carbon12 on N Williams; and Framework in the Pearl.

The Business Tribune had a look at moovel North America’s new headquarters at the Overland Warehouse in Old Town / Chinatown. Similarly, Portland Architecture toured Ankrom Moisan’s new home a few blocks away at 38 Davis.

Delays in getting new height limits approved as part of the Central City 2035 Plan are having knock on delays to Old Town Chinatown Block 33reported the Business Tribune.

The Portland Business Journal took a first look at what’s in store for the creative office space at the Meier & Frank Building, soon to be vacated by Macy’s.

Focus: 33 Affordable Housing Developments Planned for Portland (images)

St Francis Park Apartments

The St Francis Park Apartments, currently under construction in the Central Eastside.

Last December the Portland Housing Bureau delivered its second annual State of Housing Report to the City Council. The report noted the many challenges facing Portland, including that in 2016 “data indicates that housing affordability in Portland in the last year has gotten worse, an issue that is disproportionately impacting low-income residents, Communities of Color, seniors, and individuals with disabilities”. Nonetheless, the report also looked at what the Bureau is doing to address these issues, including: gaining voter-approval of a $258 million Affordable Housing Bond; passage of an Inclusionary Zoning Ordinance; increasing urban renewal funding dedicated to affordable rental housing; and dedicating short-term rental revenue tax to affordable rental housing.

The report listed nearly 1,900 affordable housing units in the production pipeline, split between 33 developments. Next Portland is re-publishing the entire list, along with images and information about the architect / developer where we have it.

Some buildings on the list are exclusively reserved for lower income people, while others include a mix of market rate units and subsidized affordable units. Figures for levels of affordability, expressed as number of units reserved for individuals or families at a percentage of Area Median Income (AMI), are taken from the Housing Bureau Report. Buildings that include market units are only receiving city funding towards the affordable units. Note that this list does not contain any buildings which will be required to provide affordable housing as part of the newly passed Inclusionary Zoning Ordinance (which came into effect this month); any future projects funded through the voter approved affordable housing bond; any developments that are funded without the help of the Portland Housing Bureau; or any developments that have been allocated funding since the publication of the report late last year.

The Oregonian reported that the Portland City Council, as expected, unanimously approved an inclusionary zoning programCity Observatory meanwhile noted that Denver, cited as a precedent for Portland, has backed away from inclusionary zoning. The Portland Mercury pointed out that it might take years for the program to generate any new units, due to the large number of project already in the development review pipeline.

Legacy Emanuel Medical Center announced a $210 million expansion, as reported by the Portland Business Journal. Construction is scheduled to begin next year and should take about four years.

Parking fines will rise $5 to pay for the new Multnomah County Central Courthouse, according to the Oregonian.

The Business Tribune looked at The Amy, College Housing Northwest’s proposal to make student housing more affordable.

In “where risk and resilience meet“* the DJC spoke to architect Jay Raskin, who argues that new affordable housing should be built to seismic standards that would allow units to be habitable after an earthquake, and not just to the life safety standard of the state building code.

The Portland Business Journal wrote about how Ankrom Moisan Architects are settling into their new home at 38 Davis in Old Town.

The Historic Landmarks Commission has approved Grand Belmont, a 7 story mixed use building by Ankrom Moisan Architects for developer Urban Asset Advisors. The project will contain 121 residential units and 6,000 sq ft of ground floor retail. At 81′ tall, the building will be dramatically shorter than the 240′ iteration of the design presented to the Commission earlier in the year, and will contain roughly half as many units. Parking for 14 cars and 184 bicycles will be provided.
