Metro Reports: 3000 Powell, Central Lofts, Willamette Blocks, and more

The Willamette Blocks is a four building development in South Waterfront, designed by architects Hensley Lamkin Rachel for developer Alamo Manhattan. The northern two buildings, between S Lane and S Abernethy, have been submitted for building permit review.

3000 Powell has been submitted for a Type III Design Review by Holst Architecture:

3000 Powell is a proposed affordable multi-family dwelling structure with approximately 206 units and 28 parking spaces. Additionally the project proposes a new multi-use path connecting SE 30th
Ave. through the site to SE 31st Ave.

A project with two buildings at NW 25th and Vaughn has been submitted for building permit review by Milbrandt Architects:

A building permit was issued to Jones Architecture for the Central Lofts at 7373 N Philadelphia Ave:

New 4 story mixed use building with 30 units, attached trash enclosure, includes associated site work with interlocking stairs.

Blocks 41 and 42 of the Willamette Blocks at 3510 S Bond Ave have been submitted for building permit review:

A building permit was issued to Studio 3 Architecture for a project at 1550 N Buffalo St (previously 7156 N Greenwich Ave):

New 3 story, 18 units multifamily apartment building with associated site works. Trash enclosure attached to building.

A building permit was issued to Doug Circosta Architect for Findley Commons at 3440 SE 54th Ave:

FINDLEY COMMONS – New construction of 20 apartment units + 15 group living units in one (1) three-story building. Amenities include bike parking, common rooms, and laundry room. ** review with 20-173188-CO for Trash Enclosure. ***no Mechanical Permit/Mechanical Systems Review with this submittal Septic Decommissioning Required. A building permit was issued for a project at 4928 NE 29th Ave (previously 2904 NE Alberta St):

Construct 2 story new shell building and associated site work.

Focus: The 25 Most Popular Posts of 2018

Block 216

The 35-story Block 216 tower was approved in December. Our post about the project’s Design Advice Request was our most popular post of the year.

2018 is the fourth full year Next Portland has been in operation and I’m excited to see what 2019 brings. I’m currently on vacation in Scotland, so new posts will continue to be sporadic until I return next week.

Last year was another busy year for the site. Of the course of the year 141 new posts were published, with nearly 900,000 page views.

The year started with the last of the pre-inclusionary zoning (IZ) projects working their way through the design review process. In February it was reported by the Portland Mercury that Portland’s inclusionary zoning mandate was getting lackluster results, with only 12 qualifying building in the pipeline.

By the end of the year Next Portland had posted about a number of large post-IZ developments that have been approved through design review. These include 815 W Burnside, 1715 SW Salmon, Nomad, the ART Tower Block 216, 1935 N Killingsworth and the Pepsi Blocks. The Portland Housing Bureau now estimates that there are 43 projects subject to inclusionary zoning in the pipeline, with 362 affordable units in projects that have permits or are close to permitting.

Despite the uptick in post-IZ proposals, new design review and building permit applications remain down relative to years ago. At the end of the year the Bureau of Development Services was forced to lay off staff for the first time since the recession, citing “quite sobering” forecasts.

Similarly to 2017, many of the most popular posts were published in previous years, a reflection of the fact that the content Next Portland remains relevant for a long time, as buildings move through construction and into occupancy. One post in the top 25 most popular posts was from 2015; seven posts were from 2016; six posts were from 2017; and eleven were published in 2018.

Design Commission Upholds Approval of St Johns Central Lofts (images)

The Design Commission has upheld the approval of the Central Lofts, against an appeal by the St Johns Neighborhood Association. The four story building, designed by Jones Architecture for owner Farid Bolour, will include 30 residential units over ground floor retail. The building will include 37 long-term bicycle parking stalls. No vehicular parking is proposed.
