ZGF Architects have gone in front of the Design Commission with proposals for the OHSU Center for Health and Healing (CHH) South. The two block development will include a 15 story, 378,160 sq ft ambulatory hospital and research building on South Waterfront Block 29. A skybridge will connect the new building to the existing Center for Health and Healing, located directly to the north. On Block 28 an 11 story patient housing and parking garage structure will be built.

Weekly Roundup: Toyoko Inn, Post Office redevelopment, Legacy Central Lab and more
The Oregonian reported that the board of the Portland Development Commission approved the terms of a Purchase and Sale Agreement for the United States Post Office site in the Pearl District. The City will pay $88 million to acquire the 13.4 acre site.
At the same meeting, the PDC board also approved the sale of a site at SW 3rd and Oak to Toyoko Inn. The Japanese hotelier plans to build a 300 to 400 room hotel on the site, which would be the company’s first West Coast location.
Demolition crews have begun work at the former home of the Oregon Ballet Theater. The building is demolished to make way for the Modera Belmont apartments.

The Portland Business Journal reported that despite an ongoing lawsuit, Metro still expects that the Convention Center Hotel will open in 2018.
Demolition is underway on the former Plaid Pantry and Sammy’s Flowers on NW 23rd and Glisan, according to the Portland Chronicle. The buildings will be replaced by a new Restoration Hardware. Revised designs for the project will be presented to the Historic Landmarks Commission on January 25th.
Legacy Health held a grand opening for its new Legacy Central Lab building in the Lloyd District. The 62,000 sq ft building sits on a site previously used as a surface car park.
The Oregonian reported that builders are weighing lifting their opposition to overturning Oregon’s 17 year old ban on inclusionary zoning.
The Portland Business Journal reported that the Ballou & Wright building in the Pearl is set to undergo a $10 million makeover into creative office space. The historic structure was most recently used as Hanna Andersson’ headquarters. The children’s clothing retailer recently moved to a building in Kerns.
The Iron Fireman building at 4784 SE 17th will be converted into creative office space, according to the Portland Journal. The 115,000 sq ft was most recently home to aircraft parts manufacturer PECO Manufacturing, who have moved to a site in Clackamas County.
Focus: 25 Office Buildings Planned for Portland
While Portland has long been considered a desirable place to live, it has traditionally lagged its suburbs—Washington County particulary—in income and job growth. Following the recession this appears to have changed. Employers increasingly desire a location in central Portland. As commercial vacancy rates have dropped and rental rates gone up there has been a sudden influx of new office proposals.
The vast majority of these are speculative projects, where the developer starts work on the project without a specific tenant in mind. Only three of the buildings—the Daimler Trucks North America HQ, the Multnomah County Health Department HQ and the Seven Corners Community Collaborative—are planned for a specific end user.

Tower at 14th & Glisan receives Design Advice (images)
Ankrom Moisan Architects have gone before the Design Commission for advice on a 16 story tower proposed for NW 14th & Glisan in the Pearl District. The developer behind the 174.5’ tall project is Holland Partner Group. The mixed use building will contain 244 residential unit and approximately 4,285 sq ft of ground floor retail. Parking for 201 vehicles is planned in three levels of below grade parking.

The Willamette Week reported that burger restaurant Tilt will move into Burnside Bridgehead tower Yard. Meanwhile the Oregonian reported that the City had missed an “unfortunate” change to the design of the under construction building which “should have triggered either revisions to the design or a reset of the land-use review process.”
Green Zebra announced that they will move into a new building planned at 4926 SE Division St in late 2017. The grocery had originally planned to occupy an existing building at the site, which will now be developed with a 126-unit mixed-use project.
A story in the Southeast Examiner covers a group of Sunnyside residents who are concerned about the loss of sunlight at residential properties adjacent to new commercial developed. The group argues that the City should adopt “light equity” provisions into its codes.
Public hearings are continuing on Portland’s 2035 Comprehensive Plan, as noted by the Portland Business Journal. An interactive map shows land use, transportation and citywide systems changes proposed. Written and oral testimony will be taken until a final hearing scheduled for Wednesday January 13th. Following that members of the City Council will propose amendments to the plan based on testimony received.

Oregon Square, pt III: Block 102 (images)
This post is the second in a series on Oregon Square, focusing on Block 91. See also Part I about the urban design and landscaping, Part II about Block 91, Part IV about Block 90 and Part V about Block 103.
Located at the northeast corner of the Oregon Square, Block 102 is one of the two lower buildings planned for the Lloyd District mega development. The 131′ tall building will include 163 residential units in its 11 floors. 11,427 sq ft of retail is planned, with double sided units facing onto the new square, as well as NE Holladay St and NE 9th Ave. Amenities for the tenants will include a roof terrace, dog wash, fitness room and yoga room at level 7. A community room for the use of residents will be located at level 11.
1510 NE Multnomah has third Design Advice hearing (images)
The Lloyd Cinemas redevelopment has gone before the Design Commission for a third Design Advice Request hearing. The project by Holst Architecture and 2.ink Studio massing has evolved since it was presented to the Commission in October, and is now imagined as a series of volumes that “weave together to form a village character”. The project continues to include a diagonal multimodal path through the site, connecting the Sullivan’s Gulch neighborhood to the Lloyd Center / NE 11th Ave MAX stop. At the ground level the project will have active uses, including restaurants, retail, maker space, micro restaurant and residential amenity spaces. Residential units will be located in the five floors above the ground. Though the current drawings do not list the number of units planned, the previous iteration proposed 680 residential units and 650 parking spaces in the first phase.
