Grand Avenue Mixed Use Apartments go in front of Design Commission (images)

A proposed development in the Central Eastside has gone in front of the Design Commission for three Design Advice Request (DAR) meetings. The 8-story Grand Avenue Mixed Use Apartments are being designed by Ankrom Moisan Architecture for developer Fairfield Residential. As presented at its most recent DAR, the project would include 170 residential units, over approximately 5,000 sq ft of retail space. 51 vehicular parking spaces would be provided in a garage, located partially below grade. The building will be subject to the city’s inclusionary housing rules, which require the provision of affordable housing or the payment of a fee-in-lieu.

Early Assistance has been requested by Urban Development Group for a project South of 2580 SE Ankeny St:

The Pepsi Blocks at 2505 NE Pacific St have been submitted for a Type III Planned Development Bonus Review by Mithun:

The Pepsi Blocks Planned Development project includes the phased demolition of existing Pepsi warehouse buildings, renovation of a mid-century Pepsi warehouse bow-truss structure, the development of five new mixed use market rate and affordable residential and office buildings, th introduction of a shared woonerf street along the formerly vacated Right-of-Way, a new Plaza along Sandy Boulevard and a new Park located in the center of development, and associated underground parking. The phasing schedule envisions entitlements and construction of the first phase immediately following Planned Development approval and will continue with four additional phases. The project will use the Planned Development Bonus for additional height and bonus FAR.

The Halsey 106 development has been submitted for building permit review by Holst Architecture:

6-story, mixed-use development fronting NE Halsey St and the existing Gateway Discovery Park consisting of 40 units of affordable housing and 35 units of market rate housing.

7 Southeast Stark

7 Southeast Stark will include four floors of office space above 6 levels of structured parking.

The Daily Journal of Commerce looked at construction progress at 7 Southeast Stark, the 10-story mixed use building being squeezed into a parcel between I5 and the Union Pacific railroad tracks*. Plans for a nearby 9 story office building at 129 SE Alder, also designed by Works Progress Architecture for Harsch Properties, have been put on hold.

Construction on the Press Blocks will start this month, reports the Oregonian. The first phase of development will include the half block office building, now known as Canvas. Construction on the 23-story tower is expected to start in 2019, however financing has yet to be secured.

The Northwest Examiner wrote about the impact of the ethics complaints leveled against Historic Landmarks Commissioner Wendy Chung, over her involvement in the review of the affordable housing development at 1727 NW Hoyt St.

Under Construction: Block 45 Affordable Housing (images)

Construction is underway on a 12-story, mixed use affordable housing development by Lever Architecture and LRS Architects for Home Forward. The project on Block 45 of the Lloyd District is one of the projects that won city funding through the 2015 Super NOFA process. The development was originally envisioned as including a mix of market rate and affordable units, however is now moving forward with all the units intended for people earning earning 60% of area median family income or below. With a total of 240 units, as well as 7,500 sq ft of retail space, Block 45 is the largest single-building affordable housing project to be built in Portland in the last 50 years. 126 long term bike parking spaces will be located in a secure bicycle room at the basement, and 240 spaces will be located within the units. No vehicular parking is proposed.

Affordable Housing at NW 18th and Hoyt approved by Landmarks Commission (images)

A 148-unit affordable housing development in the Alphabet Historic District has been approved by the Historic Landmarks Commission. The development is being designed by Carleton Hart Architecture for nonprofit developer and housing provider Northwest Housing Alternatives. The project will be comprised of two buildings, which with varying levels of affordability (income limits will be 0-60% Area Median Income). The north building at NW 18th & Irving is intended to be workforce housing with no age restrictions. The south building at NW 18th & Hoyt will incorporate and add to the existing Buck Prager building, and is intended to serve low-income, vulnerable seniors. As part of the development the Buck Prager building will receive a seismic upgrade. No vehicular parking is proposed.

Small retail space along with supporting common areas for residents placed throughout the building. The building is proposed with surface and garage parking. Total gross square foot of building is approximately 296,000 gsf. Stormwater will be flow to proposed catch basin/Peak flow storm filter to storm drain lines.

Scope of work is for a new NW Natural Response / Service Center facility not open to visitors. The project site is approximately 4.35 acres. The Redd East involves the adaptive reuse of a 1918 ironworks building in the Central Eastside.

Construction is nearing completion on the east building at The Redd on Salmon Street, the two-block food distribution hub by the Ecotrust. The Daily Journal of Commerce published photos of the progress made to date.

In what is believed to be a first for Portland, a quarter of the units at the TwentyTwenty Condominiums are being marketed exclusively to buyers who live in Asia, reports the Oregonian.

The Daily Journal of Commerce published photos of the recently completed Garlington Place Apartments in Northeast Portland. The 52 unit development includes a mix of homes designated as affordable to people earning under 60% of median family income, for veterans, and for clients of the adjacent health clinic in critical need.

The Oregonian reported that the 148-unit affordable housing development at 1727 NW Hoyt St was approved by the Historic Landmarks Commission. Housing activist and attorney Alan Kessler has filed a lawsuit against the City of Portland, over the high cost of extracting public records, according to the Willamette Week. Kessler had requested records related to the involvement of one of the members of the Landmarks Commission during early Design Advice Request meetings.

The Design Commission has approved the Fourth and Montgomery Building, a seven story building in downtown designed by SRG Partnership, with landscape design by Mayer/Reed. The 174,000 sq ft office and classroom building will provide space for the PSU Graduate School of Education, the OHSU-PSU School of Public Health, the PCC Dental Sciences program and clinic, and the City of Portland’s Bureau of Planning and Sustainability, as well as retail space at the ground floor. 82 long term bicycle parking spaces will be required. No vehicular parking is proposed.
